Council adopts plan for Terang’s future
CORANGAMITE Shire Council this week adopted a new plan outlining the long-term development future of Terang.
Councillors unanimously adopted the Terang Structure Plan at this week’s Ordinary Meeting of Council, replacing the town’s outdated strategic planning document.
The Terang Structure Plan has been developed to meet the needs of the town as a growing community with a long-term framework for sustainable growth and enhanced liability.
The draft plan was released for public consultation in June, with feedback incorporated into the final plan as it came before councillors this week.
Key aspects of the plan include the rezoning of farm land on Terang-Framlingham Road and Dow Street to support residential growth, rezoning the former Hampden Specialist School site to facilitate residential and commercial uses, identify locations for potential aged care development and advocate for investment in community services.
Lake Keilambete Ward councillor Geraldine Conheady moved the recommendation to adopt the plan, praising the work which had gone into it.
“This is a very important, visionary document – as is the Camperdown Structure Plan,” she said.
“I think it’s such important work that we’re doing.
“We’re getting on the front foot, looking ahead and identifying issues, opportunities for sustainable growth in our towns and planning ahead to be able to accommodate appropriate growth into the future.”
Cr Conheady said the depth of feedback from the community had helped to form a comprehensive plan.
“One thing I’ve been really pleased about with the development of the Terang Structure Plan was just how invested the community was in contributing to the pot of ideas,” she said.
“They helped us to understand what the needs are in Terang and what people see an important for the development of the town.
“I think we were able to capture that very well within the structure plan.
“The community has been a very strong contributor to the final document.”
Cr Conheady said aged care had been a significant point of interest for the community.
“Some of the things that were identified by the community was childcare, key worker housing and the town’s character,” she said.
“They love the trees in Mary Bradshaw Avenue, heritage is another thing important to the people of Terang and that feeds into town character.
“One of the very big needs and requests which was identified is retirement living in Terang since the May Noonan Hostel closed some years ago now.
“That is something in the minds of a number of different aged groups and demographics in town.
“It is a real need and that has been addressed in the structure plan – we’ve been looking at options for a site and I’m pleased that we’ve done some preliminary work around that.”
Deputy mayor Laurie Hickey seconded the motion, saying it was a “significant piece of work”.
“It does give Terang a definite plan to move forward,” she said.
“Councillor Nick Cole and myself attended the Terang Historical Society dinner last night (Monday, November 24) and it was very, very obvious from the comments made to us from the audience that Terang is very proud of their history and very proud of where they’re going.”
